Under the patronage of Professor Hatem Al-Duais, Deputy Minister of Education and Scientific Research, Jiblah University for Medical and Health Sciences and Dhamar University signed an academic twinning and cooperation agreement on Tuesday, August 4, 2026. The agreement aims to expand the partnership between the two universities in the academic, research, and administrative fields, promote the exchange of expertise, and contribute to the advancement of higher education and scientific research. The agreement was signed on behalf of Jiblah University by Professor Dr. Abdullah Mohammed Al-Matari, Rector of the University, and on behalf of Dhamar University by Professor Mohammed Mohammed Al-Haifi, Rector of Dhamar University. The signing ceremony was attended by Professor Mujahid Ali Ma’sar, Rector of 21 September University, Professor Ali Al-Tariq, Rector of Al-Dhalea University, along with several senior officials from both universities.
Professor Ahmed Ali Al-Hazmi, Vice Rector for Academic Affairs and Graduate Studies; Dr. Sadeq Al-Mohani, Advisor to the University Rector and Dean of the Faculty of Laboratory Medicine; Dr. Mogeeb Alsaeedi, Dean of the Center for Development and Quality Assurance; Mr. Akram Al-Ashwal, General Director of Financial Affairs; and Mr. Mohammed Ghallab, General Director of Financial Affairs at Jiblah University Hospital represented Jiblah University for Medical and Health Sciences at the ceremony. Professor Abdulkarim Zubaibah, Vice President for Graduate Studies and Scientific Research; Professor Adel Al-Ansi, Vice Rector for Academic Affairs; Professor Abdulkafi Al-Rifa’i, Vice Rector for Student Affairs; and Professor Issam Hifzallah Wasel, Assistant Rector for Center Affairs represented Dhamar University .
The Deputy Minister of Education and Scientific Research emphasized that twinning agreements between Yemeni universities constitute a key pillar in the development of the higher education system. He noted that such agreements strengthen institutional integration, facilitate the exchange of academic and research expertise, and contribute to improving the quality of academic programs and their outcomes. He further stated that the ministry places great importance on encouraging universities to establish effective partnerships and expand cooperation in scientific research, graduate studies, quality assurance, and digital transformation. These efforts, he explained, enhance the efficiency of higher education institutions and enable them to keep pace with scientific and technological advancements. He commended the initiative of Jiblah University for Medical and Health Sciences and Dhamar University in concluding the agreement, describing it as a positive model of collaboration among Yemeni universities.
